Carl Edward Chastang (Franklin County Detention Center) A 77-year-old man in Ohio was arrested over the weekend after he allegedly beat a woman confined to a wheelchair, flinging her to the floor, repeatedly kicking her in the ribs, and then strangling her using a pool noodle. Carl Edward Chastang was taken into custody on Monday and charged with one count of felonious assault resulting in the victim being seriously harmed, court records reviewed by Law&Crime show.
